My wife and I have recently returned from a cruise on the River Empress (6-30-13 to 7-14-13) from Budapest to Amsterdam. It was a WONDERFUL experience for us. Uniworld's entire onboard staff did a great job in all respects. Itinerary, meals, tours and guides, onboard entertainment, friendly and responsive service, ship cleanliness...all met and exceeded our highest expectations.
We were very favorably impressed and look forward to when we can once again plan a river cruise with Uniworld.

Any problems with the floods in the area around Budapest, Passau?

So sorry that we were unaware of these questions, and also our response that is too late to be of use...
However, our cruise was about two weeks after the peak water levels along the Danube and Mein Rivers. The levels were down to almost normal by that time, so we were uneffected. We could see the effected areas and water damage to low lying places along the rivers...mostly siltation. Passau and Melk were towns that seemed most impacted, but were busily cleaning-up and drying-out cellars. We had great visits to both towns in spite of that. I believe that our cruise was the first to return to normal schedules after the flooding. Uniworld did a super job!

With regard to Tour Options...we only did one extra, the Vienna Concert. It was well worth the added cost. The bus brought us almost to the front door and the reserved seating for Uniworld was right near the front so we could easily see the performers. The concert hall was beautiful as was the continuous music program. In addition, Uniworld gave us a surprise CD of the Philharmonic playing similar music, including "Blue Danube" (can't miss that!). Our Cruise Manager, Christine Bramberger did an outstanding job for us.

Honestly we thought we would signup for several Optional Tours, but the included tours were so good and we had so much to do, we didn't need to...actually a little downtime is welcomeI. I would say that if you see something of interest, Go For It! I'm sure if Uniworld offers it, it will be worthwhile. We spoke with other passengers and they said good things about their added Tours.
